How does VA decide my maximum purchase price?

VA has no set maximum for full-entitlement Veterans. Your ceiling comes from income against the 41% debt-to-income guideline and the residual-income test, not a county cap. The 2026 conforming reference of $832,750 only matters for partial entitlement. Active-duty buyers can raise that ceiling by counting active-duty BAH as qualifying income, which for Portland runs $2,379 a month for an E-5 with dependents in 2026.

Do I need a down payment to hit a higher price?

No. Full-entitlement Veterans buy with 0% down, so income and monthly debts set the ceiling, not savings. Adding a down payment lowers the loan but is not required to qualify above $832,750.
